Sacramento Water Heaters: Life, Rebates, Upkeep
Sacramento water heaters mostly run on soft-to-moderate river water; a tank typically lasts 8 to 12 years, SMUD pays up to $4,000 to switch to a heat pump, and California requires two straps.

Readings first
- Rheem gives tank water heaters 8–12 years and tankless units 15–20+ years.
- SMUD lists $3,000 to $4,000 for gas-to-electric heat pump water heaters by tank size, and $1,000 electric to electric, as of October 2026.
- A. O. Smith's 2023 manual: drain and flush after the first six months, then at least yearly.
- Health and Safety Code 19211 and the 2025 California Plumbing Code require straps in the upper and lower thirds of the tank.
- The City of Sacramento's 2025 report puts system-average hardness at 83 mg/L (4.9 gpg); groundwater systems run higher.
How long do Sacramento water heaters last?
About 8 to 12 years for a tank, per Rheem, and 15 to 20 years or more for tankless. Rheem names hard water, heavy use and skipped maintenance as the things that shorten that span, and it calls replacement the better buy once a repair would cost more than half a new unit.
Water in this region is gentler on tanks than in many places. Sacramento's own system averaged 83 mg/L (4.9 gpg) in 2025 data, per the City's 2025 water quality report published June 2026, which sits in the USGS "moderately hard" band; reports print it as ppm, the same unit. Groundwater-heavy systems sit higher, which means more sediment in the tank.

What does SMUD pay toward a heat pump water heater?
Up to $4,000 for replacing a gas heater and $1,000 for replacing an electric one. SMUD's appliance rebates page, read in October 2026, sets the gas-to-electric amount by size: $3,000 at 50 gallons or more, $3,500 at 65 and $4,000 at 80, "subject to availability of funding".
The rebate comes with conditions: a SMUD Contractor Network contractor submits it, the install includes a thermostatic mixing valve, the job is permitted and inspected, and the unit meets NEEA Tier III or IV for climate zone 12. SMUD's territory map page says it serves most of Sacramento County and small adjoining parts of Placer and Yolo counties; homes outside that area do not qualify.

How often should you flush a tank?
A first flush at six months and one a year or more after that is the advice in A. O. Smith's 2023 manual, and more often if a lot of sediment comes out. An older A. O. Smith manual says every 6 months, so follow the manual for your own heater.
How much sediment you get depends on hardness. El Dorado Irrigation District's Main system, which serves El Dorado Hills, reports 13 mg/L (0.76 gpg) in its 2025 report, while Rio Linda/Elverta's wells average 99 mg/L (5.8 gpg). The six-month flush shows which pattern your tank follows.
What strapping does California require?
California wants a strap high and a strap low: within the top third and the bottom third of the tank's height, with the lower one 4 or more inches clear of the controls. Health and Safety Code 19211 applies to all new, replacement and existing residential heaters up to 120 gallons, and the 2025 California Plumbing Code, section 507.2, sets the strap positions. Sellers must certify compliance in writing.
Tank, tankless or heat pump?
It depends on fuel, space and what the old heater was. A tank is the simplest swap; tankless lasts longest on Rheem's figures; a heat pump model is the one SMUD pays for, and ENERGY STAR estimates it saves a household of four about $550 a year compared with a standard electric heater.
A heat pump model needs room. ENERGY STAR says to install it where the space stays between 40°F and 90°F year-round with about 1,000 cubic feet of air, and SMUD says most models need a 240V, 30-amp circuit, though a growing number run on 120V.
Sounding notes
This hub condenses its three pages. Sources, read in October 2026: Rheem (lifespan article, March 2026); two A. O. Smith gas manuals; SMUD's rebate and territory pages; ENERGY STAR; state strapping law (HSC 19211) and plumbing code; and 2025 reports from the City of Sacramento, EID, Cal Am and Rio Linda/Elverta. Left out: installer prices beyond SMUD's reported medians, brand comparisons and gas utility programs.
Downstream questions
Which Sacramento-area homes have the hardest water for a water heater?
Groundwater-heavy systems. Cal Am lists Fruitridge Vista at 172 mg/L on average and Parkway at 166 in its 2025 reports, both hard by USGS terms, while the City of Sacramento averages 83.
Is a permit needed to replace a water heater in Sacramento?
SMUD's rebate requires a permitted, inspected install, and the permit is where strapping and venting are checked. Ask your city or county building department what its permit covers.
Can a water heater go in a Sacramento garage?
Yes, and SMUD calls the garage the easiest spot for a heat pump model. A heater on the ground needs a base at least 3 inches above ground level under the plumbing code.
Does SMUD give a rebate for a tankless water heater?
SMUD's appliance rebates page lists heat pump water heaters, not tankless units, as of October 2026.
How do I know whether my electricity comes from SMUD?
Look at your electric bill. SMUD serves most of Sacramento County and small adjoining parts of Placer and Yolo counties, per its territory map page.
Should a water heater be drained before a long trip?
A. O. Smith's older manual says to drain the tank if it is shut down during freezing temperatures or for an extended period. Sacramento Executive Airport averages about 15.4 nights a year at or below 32°F, per NCEI 1991–2020 normals.
